Evolution of Information Technology in Educational Management As the editors of this volume we are very happy to publish a selection of the papers that were presented at the eighth Conference of Working Group 3.7 of the International Federation for Information Processing which was held in July 2008. The focus of Working Group 3.7 is on ITEM: Information Technology in Educational Management (for more information, please visit our website http://item.wceruw.org/), and the theme of its 2008 conference was on the Evolution of Information Technology in Educational Management. Our Working Group started its activities (officially we were not an IFIP Working Group at that time) in 1994 in Israel, so it made sense to look at how ITEM has evolved over the years and to reflect on what its future may be. The conference took place in Darwin (northern Australia) which even during the Australian winter is a very pleasant location for having a conference. The town of Darwin was given its name by the Captain of the Beagle (the ship on which Darwin travelled when he made the investigations on which he based his Theory of Evolution) who came to the area and named the town after the giant of science he admired.

Schools, which until recently were lagging behind in the implementation of information technology (IT) in their administration and management, are now attempting to close the gap. Journal of Pedagogy and Educational Management is an interdisciplinary academic journal in the field of pedagogical theory and practice and management of contemporary education issued by Varna University of Management, Bulgaria. The journal provides a platform for research-based discussions of theoretical and empirical issues of K-12 and university and adult education. Publications focusing on educational issues from fields such as management, educational technology, pedagogy and pedagogical management, pedagogical psychology, andragogy, developmental psychology, social pedagogy, methodology, anthropology, conflictology, organizational sciences and culture are invited. The journal is open to teachers, researchers and managers who examine the problems of pedagogical methods and technology and effective educational practices. Young researchers and authors are also encouraged to submit their contributions. Manuscript submissions should be between 4,000 and 20,000 words. Major research articles of between 4,000 and 7,000 words are highly welcome. Longer or shorter papers will also be considered. The journal publishes also Research Notes of 1 500 – 2 000 words. Submitted papers must combine theoretical concepts with practical applications or empirical testing. The Journal of Pedagogy and Educational Management also includes: book reviews, announcements for conferences and seminars, abstracts of successfully defended doctoral dissertations, case studies of best practices in pedagogy and educational management, concept papers, theoretical essays. The journal will be published online in two languages: English and Bulgarian. The articles in Bulgarian are accompanied by an abstract in English. New Zealand schools have experienced unprecedented change during the lastdecade. Radicalrestructuringoftheframeworksforbothcurriculumand qualificationsfollowedamovementtowards self-managementin 1989. The curriculum framework, consisting of seven essential learning areas, has been progressively introduced with completionnotexpecteduntil 2002. Thenew Qualifications Framework, based on unit standards, was launched in 1994. The introduction of unit standards signalled an emphatic movement towards the use of internal assessment for awarding qualifications at the seniorsecondaryschoollevel. Eachcoursehadunitstandardsdefined,which described the outcomes and the performance criteria that would be used to determine whether or not the standard had been achieved. Approximately five to eight standards would be used for each full year course and each standard had a number of credits associated with it. The plan, which has since been modified, was for these credits to contribute to a National Certificate of Educational Achievement, at years 12 and 13, and other, subject specific, National Certificates. Secondary schools were faced with the task of recording and reporting 1 unit standardresults to theNew Zealand Qualifications Authority . This, by itself, was not a major issue as the significant suppliers of CSIS had modules availablewhichsatisfiedthis need. Atthistimeamodelwasbeingpresented to school audiences demonstrating how the recording, reporting and evaluation ofassessment data, relating to the curriculumframework, could be relatively straight forward IF there was a common assessment ‘currency’ across the school. This model was converted into software form for demonstration purposes.
